From what I have read the Fed's say you don't need a symbol on the ground, but I am not going to make an issue out of it if a customer wants it , also every spec for them I have seen call for white guy on a blue box, but yellow on blue seems to be gaining popularity.
Most local specs are going to follow the Fed ADA guides as to the size, location and quantity of accessible spaces. Our local building zoning and planning dept goes further to include signage requirements and access aisle signage requirements. A HC accessible space, a cross-hatched access aisle and specific signage are all that are required here, nothing specific about a stencil or color, but every lot has them and every pmc uses a different one.
Teddy: best way to insure that spec is correct is to contact local ADA inspector and get a copy of the ADA Reg. Work with that person to insure that you are doing things his way regarding the layout and color of paint to be using. The Reg does give you a ratio of HC parking stalls to regular stalls, plus the requirements of identification of these stalls. As the regulation does not state a color that is to be used to ID the HC parking any color can be used. Some cities have within there jurisdiction expressed a color that is normally Blue Striping to be used for this ID. Just my two Cents Bob
Our local police department has told us (the Street Dept.) that they can't issue a ticket for someone parking in a handicap space unless there is a sign and a stencil down. However, knowing most of our Police force personally, it could be they are just too lazy to slide out of their car and write a ticket!
