Try using the search function on this site, I believe this has come up before. But IMO Chlorinated Rubber solvent based paint is the best you can use, but be sure to check local laws, many states are mandating the use of low VOC paints, and most CR is high VOC.

Im new and am told everyone locally uses SW waterbourne WIS dot. Just over the river in the twin cities (St Paul Minneapolis) area sound like most use CR.. I pay 7.97 gl for water and 10.74 for Cr so at aprox 350 lin ft / gal works out to 2.2¢ for waterbourne and 3.1¢ Cr about 30 % diff.. Most waterbourne use cause of cost i would think.. Just what I know for being a newbie but Im sure some of the others that have been around longer will have the real scoop.

Pricing varies state to state, in my area (Utah) waterbased paints can be more expensive than CR, most of that is due to freight, as most people here use CR so very little waterborn comes our way. If you can use solvent based paints in your state, you will get longer lasting paint vs. waterbased, but on the flip side when you use solvent based paint, you need to clean up with more solvents such as xylene, not just water like you would with waterbased, and the solvent paint waste disposal can be costly, allot of guys will just slowly re-use waste to eliminate the fee's.

Just an "as far as I know"...cold thermo can't be applied with regular striping machines. There may be some products calling themselves that, that can, I don't know. But I have heard from reliable sources that the "real" cold thermo cannot.

Just make sure you know what you are getting, TMT pathway made a product called Liquid thermo, it got our hopes up for a while thinking we found the paint that everyones always looking for, but it was just regular solvent paint...
