The only time i have a problem with latex on coal tar is if its really really hot and you stripe within about 24 hour of when you sealcoat. I made that mistake last year.....Sealcoated a commercial lot.....Striped 2000 parking spots, all hollywood style. Went back the next day to open the lot up at 5am and my jaw dropped. 2000 dirt brown parking stalls. And i only had one striping machine at the time......
ditto: SW Set-Fast Waterborne on 2-3 coats coal tar as soon as it is walkable (next day is better to let the sealer cure before it's under the stripe.) But either way never had a problem with SW waterborne white on coal tar or asphalt or new asphalt --any time latex/waterborne was need--always worked great for me. Most often your problem is a reaction...look very closely at the brown stripes (magnifying glass if you need one) and the "brown stripe" won't be brown it's white with lots of little brown spots or even droplets on top so that it looks brown. If this is the case it's your paint drawing the brown chemicals in the sealer out of the sealer to the top of the paint...if it looks like that (and I have seen it a lot) the paint is asking like a wick drawing the stuff to the top. Right paint/sealer combo won't do it (and it doesn't need to be way thick on sealer, the stripes usually last as long as the sealer so not overly thick w/paint.)
