What would be a good product to paint a full stall "green" with a custom white electric vehicle parking stencil painted on top on a concrete floor in an underground parkade?

Your options could range from tinting your normal white striping paint (solvent would be best) to a shade of green to purchasing an epoxy garage floor paint tinted in green. The epoxy floor paint might not have a tendency to lift off like the striping paint on concrete.

Best option for concrete is MMA, properly prepped surface will give you the best performance, epoxy floor coating will work as well, if prepped, add some antislip to either of them. you can get the charging logo from flint trading and do it in burn on.

Is the mma paint difficult to apply?

MMA is relatively easy to apply. It can be squeegeed on after proper surface and material preparation. The concrete surface will need to be shot blasted or scraified with a grinder. You tape off the area, ideally with 4-6" tape after surface is ready. Concrete will need to be primed first. The methyl methacrylate resin is mixed with a small bag of activator and mixed for 30 seconds, then it can be poured onto the surface. Then, just squeegee with 1/4" notched squeegee until you have the material spread around. You will only have a few minutes to work with the material...time can be subject to amount of activator added. Then you can back roll with 1/4" nap roller to even out and texture the material. You can also add an aggregate for anti-skid properties. Remove the tape before it cures out completely and the MMA will be there for 6-10 years. You can then put a EV stencil down and paint it with traffic paint or use MMA for the blue or white symbol. You can go to Transpo Industries for more info on their Color-Safe MMA. You can call Transafe, for the stencils and more information. I just installed one two days ago for a city in metro Atlanta. I can send you pictures if you'd like, but I don't know upload in the post.

You better be very carefull painting an entire stall green or any color. You are install a very large slip hazard. If you read the paint is says not to be used on large flat surfaces. Just a warning that I received from my insurance company.

I have never used it but what about the green stain that is used for tennis courts.
