Was asked today about removing paint off two HC's without using a grinder. Any ideas? Sandblast? Media Blast? Chemicals? Apparently a guy really messed them up once and went back to fix and screwed it up again. Need some help!

Sounds like the paint is thick, or at least multiple layers. I've never used stripper on something like that so I can't say, but it would seem to be a big mess if you tried that (Which is why the first guy isn't doing it again). Unless there is a traffic control company close by that has a shot-blaster, your best bet is probably to sandblast.

Once again, it is important for new members to list where they are located. By listing your location in your profile, it allows other stripers close to you to be able to offer help and/or ask for help when they need it. If you were close to us, we'd be able to come shot blast the area with minimal damage. Go rent a shot blaster or use paint remover and power washer. Another option is to use a twisted wire wheel on a landscaping edging machine for very small volume removal.
