Although nothing holds well on concrete, I have had better luck with acetone as it will sink in to new concrete better than a water base. that said its all in the prep. make sure all curing compound is gone, and its as clean as possible.

We use acrylic oil base from sherwin Williams , and as long we either power wash or sandblast before we have never have issues with it, I seen jobs we done 5 years ago and they still look real good, personally I don't like to use waterbase paint other than after sealcoating.

We have used most ever thing and I would say acetone is best but the important thing is the prep work. We do some wit latex and it will hold up if properly cleaned.

I like chlorinated Rubber. We have had good luck with it on concrete.

I like the stain, it will soak into the concrete better than paint. Gorilla paint which is acrylic solvent, or SW acrylic acetone will out last CR.

I'm always puzzled when this topic about issues with concrete comes up. What issues are you'all having? Mostly concrete here in the south with very few issues over the years.

Up here in Fargo I see it flack off after a year. We have had a lot better luck with the CR. I think snow removal is hard on it. Also if they use a curing compound and if it is not off before striping the paint comes off with it.
